Curriculum Vitae

Pieter Jan Kuijper has been Professor of the Law of International (Economic) Organizations at the Faculty of Law of the University of Amsterdam (UvA), the Netherlands, since 2007. Prior to his appointment at the UvA, he was principal Legal Advisor and Director of the 'External Relations and International Trade' team of the Legal Service of the European Commission (2002-2007) and Director of the Legal Affairs Division of the Secretariat of the World Trade Organization (1999-2002). Recently he was invited to serve as "of counsel" by the French law firm of Gide, Loyrette & Nouel with a view to helping them with their trade and WTO practice. He is currently an editor of Legal Issues of Economic Integration and the Journal of International Economic Law.

He also serves on the advisory board of the Common Market Law Review and International Organizations Law Review, and is an active member of various learned societies. Kuijper is fluent in Dutch, English, French and German, and also speaks some Italian.

Born in Olst, the Netherlands , Pieter Jan Kuijper completed his secondary education in Haarlem whereupon he attained a law degree at the University of Leiden cum laude (1970). He also holds an M.A. in International Relations (with distinction) from Johns Hopkins School of Advanced International Studies ( SAIS ) ( Washington DC , US ) (1970) and a Ph.D. in Law from the University of Amsterdam (1978). His dissertation, The Implementation of International Sanctions: The Netherlands and Rhodesia, was published in 1978.  

From 1972-1979 Pieter Jan Kuijper was a lecturer in the Law of International Organizations at the Law Faculty of the University of Leiden, during which time he also held a fellowship position at the Netherlands Institute for Academic Studies in the Humanities and the Social Sciences (NIAS) in Wassenaar (1977-1978). From 1984-1987 he was Professor of International Law in the International Relations Department of the Faculty of Social Sciences at the UvA. Additionally, Kuijper has been visiting professor at the Université Catholique de Louvain-la-Neuve, Belgium (1987-1991), at the University of Michigan , US (1994), at the University of Amsterdam (1995-2007), and at the Université Libre de Bruxelles (2004-2007). Moreover, Kuijper is a frequent guest speaker and -lecturer at universities and professional conferences around the world, including the Netherlands , Belgium , France , Italy , Germany , Finland , the UK , the USA , Brazil , Tunisia , South Africa and Canada . He ismember ofthe Netherlands Association of International Law, the Netherlands Association for European Law, the European Society of International Law, the American Society of International Law and the International Law Association and has served as Rapporteur or Panel Member at meetings of these societies. He is also member of the Society for International Economic Law and the Association Française pour le Droit International.

During his career as an international civil servant Pieter Jan Kuijper was a member of the Legal Service of the Commission of the European Communities (1979-1984, 1987-1999 and 2002-2007) where he was active in the 'Competition-' and 'External Relations' teams. He was Legal Advisor to the Commission's 'Uruguay Round Negotiation' team and later headed a newly formed GATT/WTO litigation group within the Commission's Legal Service. From 1996-1999 he worked in the team charged with freedom of movement of persons, social affairs and Justice & Home Affairs.  

During his years in the Commission Legal Service Kuijper acquired extensive international litigation experience. He was agent of the European Commission before the European Court of Justice (ECJ) and the General Court of the European Communities in cases concerning competition, the internal market, freedom of movement of persons, and the trade- and external relations powers of the Community. Furthermore, he was agent before GATT and WTO panels, as well as the Appellate Body, in cases relating to GATT, public procurement, the GATS, trade and environment, and technical barriers to trade and subsidies. Finally, he served as agent of the European Commission before the International Tribunal of the Law of the Sea (ITLOS) in the Pacific Swordfish case.

Comparative approach to international organizations; EU institutional law; EU foreign relations law (including trade policy); WTO law; relations between EU law, WTO law and general international law.
