Herman von Hebel studied law at the University of Groningen in the Netherlands. From 1987 to 1990 he worked at the Netherlands Institute of Human Rights at the University of Utrecht in the Netherlands and focused on research relating to the European Convention on Human Rights. From 1990-1991, he worked at the Dutch Ministry of Justice and dealt with issues of the relationship between Dutch legislation and international human rights standards. From 1991-2000 he worked as Legal Counsel at the Dutch Ministry of Foreign Affairs. For seven years, he was the agent for the Dutch Government in relation to cases brought before the European Court of Human Rights against the Netherlands. He has been a Vice-Chair and Chair of a Council of Europe Committee of Experts relating to the development of new Protocols to the European Convention on Human Rights and under his chairmanship Protocol no. 12 relating to equality and non-discrimination was elaborated. From 1995 to 2000, he participated in the elaboration of the ICC Statute. At the 1998 Rome Conference, he was the chair of the working group that elaborated the definition of war crimes. From 1999-2000, he was the chair of the working group elaborating the Elements of Crimes to the Rome Statute crimes. From 2001-2006, he worked as Senior Legal Officer in Chambers of the International Criminal Tribunal for the former Yugoslavia and from 2006-2009, he served as Deputy Registrar and then as Registrar of the Special Court for Sierra Leone and was responsible for the trial against Charles Taylor, former President of Liberia. From 2009-2013, he served as Deputy Registrar and then as Registrar of the Special Tribunal for Lebanon. In 2013, he was elected as Registrar of the ICC for a period of 5 years. During these years, he was responsible for a major reorganisation, leading to a more effectively functioning Registry. He now serves as a consultant on issues of rule of law. He has published extensively on issues of human rights, international humanitarian and criminal law and the functioning of international criminal tribunals.
